it has become almost axiomatic that no new restrictions that cannot equally be applied to its Foreign competitors should be imposed upon our shipping trade unless the strongest case is made out from the point of view of public policy.
It follows, I think, that no restriction on the
trade which is not equally imposed on its foreign
rivals, should be allowed to continue if it can
be removed without real harm being done.
In the case of the exclusion of British
vessels from the trade of carrying contract
Chinese emigrants from Hong Kong and China ports
to Mexico and the United States, I am disposed
